Prohibition of Transport of Lithium Batteries as Cargo on Passenger Aircraft

Since the issue of the Dangerous Goods Advisory Circular DGAC 1/2016, the International Civil Aviation Organization has promulgated further restrictions on the transport of lithium ion batteries (including lithium ion polymer batteries), UN 3480, on 23 February 2016. The new restrictions aim to forbid the transport of lithium ion batteries as cargo on passenger aircraft. The restrictions have been approved by the International Civil Aviation Organization as an amendment to the 2015-2016 Edition of the Technical Instructions for the Safe Transport of Dangerous Goods by Air and will become effective from 1 April 2016 together with those promulgated in DGAC 1/2016. The new restrictions are highlighted as follows:

  1. Lithium ion batteries (including lithium ion polymer batteries), UN 3480, will be prohibited from transport as cargo on passenger aircraft;

  2. The cargo aircraft only label must be affixed to each package or overpack containing lithium ion batteries (including lithium ion polymer batteries), UN 3480 which is prepared according to the requirements under Packing Instructions PI965 in addition to the labels required under the respective Section of the PI965. For packages packed in accordance with Section II, the cargo aircraft only label must be located on the same surface of the package near the lithium battery handling label if the package dimensions are adequate;

  3. Lithium ion batteries (including lithium ion polymer batteries), UN 3480, prepared according to the requirements under Section II of PI965 must be described on the air waybill as “lithium ion batteries, in compliance with Section II of PI965 — cargo aircraft only” or “lithium ion batteries, in compliance with Section II of PI965 — CAO” when an air waybill is used.

Regulatory and DGR

A major focus was updating customers on rules for the carriage of lithium metal batteries; many believed that these would be totally banned from air transport in 2015, whereas they will be confined to cargo aircraft only. However, an important change is that Li-Metal batteries shipped under section II provision of the regulations will be required to bear a “Cargo Aircraft Only” label.
